lightdm will not be started on transition from runlevel 1 to 2

Bug Description

The stop on condition of lightdm causes it to stop on switch to runlevel 1:

stop on runlevel [016]

But the start on will not be satisfied on transition back to runlevel 2.

I changed in the file /etc/init/lightdm.conf the line

stop on runlevel [016]

to

stop on runlevel [06]

Now lightdm automatically starts after booting. But I haven't tested the change with many runlevel changes.

The improvement is marginal. Only in about one of three boots lightdm starts.

It's all systemd now.
