LightDM unlocks without Password

Bug Description

When doing `dm-tool lock` the screen locks. Then pressing CTRL+ALT+F7 immediately returns me to my Session without any need to type the password. When logging in mutliple users I can switch between the users with CTRL+ALT+F7 and CTRL+ALT+F8 without needing any of the users passwords.

I tested this with both lightdm-gtk-greeter and slick-greeter and the behavior is the same for both.
