upstart /etc/init/lightdm.conf exists but unsed since since 16.04

Bug Description

Since xenial (16.04), systemd is init and services are launched via systemd .service files.

I found that lightdm.service files available, installed and used to launch it.

However, I found legacy upstart /etc/init/lightdm.conf since 16.04. Since, upstart is not used to launch lightdm, this config is redundant and should be removed.
