~/.Xresources parameters are only applied during autologin

Bug Description

First sorry for my english =)

If I create and edit ~/.Xresources file, the changes are only applied during autologin. File expample:

Xcursor.theme: DMZ-Black
Xcursor.size: 48

Result: ~/.Xresources is applied during autologin, but after logout and login, or in manual login it isn't. The problem is present in Lubuntu 12.04, 12.10 and 13.04, but in 13.10 and later the problem is resolved.
