This is likely either a missing dependency or out-of-date theme files in the package.
This was found on a newly installed amd64 Ubuntu 16.04 system (installed today). I installed the package via synaptic.

Looking deeper, I noticed that the "default" theme directory is actually a link to "webkit", so there is only one theme installed, and one file ("/usr/ share/lightdm- webkit/ themes/ webkit/ index.html" ) to look at.
