This is caused by the shipped 10_ubuntu.conf assuming that 'ubuntu-wallpapers' is also installed, which is not the case for kubuntu-desktop, lubuntu-desktop, and others.

This is not a bug. You must give permissions to lightdm to read your personal directory: sudo setfacl -R u:lightdm:rwx $HOME
