Menu item's distances to separator and to menu top/bottom look inconsistent

light-themes 0.1.8.2, Ubuntu 10.10
a = the apparent distance from the text of a menu item to a separator above/below it.
b = the apparent distance from the text of a first menu item to the top of the menu.
c = the apparent distance from the text of a last menu item to the bottom of the menu.
a, b, and c should all be equal. As shown in the attached screenshot, they are not. This is most obvious in the battery status menu, but can also be seen in the sound menu, or any other menu that has a separator following its first item or preceding its last item.
One way of fixing this would be to add enough pixels of empty space before the first item in every menu, and after the last item in every menu.
