Panel background is set only default pixels

Bug Description
Binary package hint: light-themes
Radiance and Ambiance themes in Beta1 use only 24 pixels as panel background. I use panel background as 40 pixels. When i changed it to 40, or 70 etc.., panel background is "screwed". Sorry, i don't know how should i exactly describe that issue.
Other themes don't have this issue.
Take a look at the attached screenshot, what i mean.
