Hard to distinguish between toggled and untoggled buttons

Binary package hint: light-themes

Glancing at a group of toggleable buttons (especially those with icons only), it's really hard to tell which ones are toggled and which ones aren't.

This is really easy to confirm if you run Cheese; look at the buttons that switch between Photo, Video and Burst Photo mode.

This is also a problem in vlc.

For example it is hard to decide whether "suffle" is enabled.

Setting to triaged as this bug has sufficient information.
The solution for this bug, is to make the untoggled buttons lighter. or the toggled button darker.
