Binary package hint: light-themes
It seems that GtkCellRender* widget are using a different color scheme. For instance, progress bars inside treeview aren't orange.
Here is a screenshot for Transmission. Note the same occurs in main window as well as in torrent properties. In this one, checkbox too are using wrong color.

I agree: the colour of all progress bar should be the same.
However the look of the progress bar in GTK-Tree view fits much better to the rest of the theme (icons, window boarders) than the "glossy style" of the other progress bars that is used currently.
One solution could be to us the same style as in the GTK-Tree (non-Glossy, flat) together with a light orange (as used for the folder icons) for all progress bars.
Is there a colour-palette for the new theme?
