Multithreading is the main new capability I can think of,
and that's probably the one users will miss the most,
but there are quite a few more ones, listed on the release page, and in the NEWS document :

The list is pretty long though, and just copy/pasting it wouldn't give a sense of priority.
Let's say there are a lot of small improvements and little bug fixing contributing to an overall better experience. Given a choice, I would recommend v1.3.1 over v1.1.2.
