Upgrade libzpc to the latest version available upstream.

For Noble, please use libzpc 1.2.0 which was just released at
https://github.com/opencryptoki/libzpc

Debdiff with new new version is attached; no extra changes, just the version bump and updated d/libzpc1.symbols.

- changelog looks good with correct version string, code-name and changes (incl. LP bug reference), maintainer filed ok
- no old patches to care about, no new ones
- symbols file updated
- debdiff looks reasonable
- no rdeps
- lintian (-EvIL -pedantic) on src pkg gives zero output
- build log looks good, no issues
- lintian (-EvIL -pedantic) on binary DEBs only with one 'X'
- sanity cheacks are fine, install and upgrade tests tests are fine too
- LP bug public
Looks all pretty good, nothing to comment, so ready to be uploaded ...
