Did you try to contact user support for this?

That's clearly some kind of installation error, likely from some interrupted process.

Try `sudo dpkg --configure -a` followed by `sudo apt -f install`, if that doesn't work then an `apt install --reinstall libxml2`.

If you can't bring it to heel, please ask at user support for directions.
