Bug Description

it appears this bug has already been reported and shows only 1 person has it - I have it too - when I finally got grub to boot after a miserable upgrade experience it showed up right away and asked if I wanted to report it but the internet was out so I canceled and after trying to report it later was told it won't report as I canceled the initial request...(?)

I am unable to load any new programs from the software center : Items cannot be installed or removed until the package catalog is repaired. I select repair: Package Operation failed details: install Archives() failed (reading database... error exit status 127 libxml-libxml-perl

Same problem here after upgrading from Lucid to Precise because Ubuntu-One service for 10.04 was stopped in May 2013. Anyone got a fix for this?
