I don't think there is anything wrong with the package per-se, probably just the dependancies / reqirements of the package that need changing.
(Or other packages that depend on libxklavier11 to tell them they can also depend on klavier12?)

Confirming as well. Seems to be a conflict between libxklavier12 and libxklavier11. The gnome kbd packages are using the new version 12, and and a number of other packages are using version 11. I tried purging them out, but they had too many dependencies, so I'll just leave my system in a broken state until this is remedied.

Yes, just update your repositories again and then run an upgrade and it should be available.
The fix is currently available in the main repository at archive.ubuntu.com.
