Cannot use "Polish international with dead keys"

Bug Description

There is a keyboard layout "Polish international with dead keys" in the file /usr/share/X11/xkb/symbols/pl however I cannot select it using XFCE keyboard plugin.

However I can set the keyboard layout without any problems when I run

setxkbmap 'pl(intl)'

in console.
