libxfont1-dev conflicts with libxfont-dev in Ubuntu 16.04.3 LTS

Unable to install libxfont1-dev alongside libxfont-dev in Ubuntu 16.04.3 LTS on amd64 and ppc64el.

It appears both packages maintain these files:
  /usr/share/doc/libxfont-dev/fontlib.html
  /usr/share/doc/libxfont-dev/fontlib.txt.gz

The libxfont1-dev package in zesty and artful do not use the libxfont-dev path:
  /usr/share/doc/libxfont1-dev/changelog.Debian.gz
  /usr/share/doc/libxfont1-dev/copyright
  /usr/share/doc/libxfont1-dev/fontlib.html
  /usr/share/doc/libxfont1-dev/fontlib.txt.gz

This problem did not occur ~1 month ago.
