libxcb should build dep on python:any to cross-build

Bug Description

This package needs the native version of python (which is M-A: allowed) to cross-build so its build dep should be on python:any

Doing this (as well as having a multi-arch: foreign version of dctrl-tools available) means that
apt-get build-dep -a<arch> libxcb works as expected and installs everything needed to cross-build the package.
