I just recently installed Ubuntu 8.4 (8.04?) with Gnome and noticed the problem. After seeing someone’s suggestion with KDE, I tried this:
I went to the System menu, selected Preferences - Appearance, clicked the Visual Effects tab and selected “None”. It got rid of the sluggishness for me.
