Fast mousewheel-scrolling on the window list applet switches to the wrong window and causes others to highlight

When scrolling quickly with the mousewheel (several 'clicks' in one go) over the window list, the next window in the list becomes focussed, and the next windows start to glow.

Steps to reproduce
- open several windows
- focus the first on the window list
- move the mouse over the window list
- quickly scroll with the wheel (for example to get to the last window in the list)
- the second window in the list becomes focussed, many (or all) of the others start to glow (as if opened in the background, or as if the urgent hint was set)

expected result: one of the later windows becomes focussed (depending on how many 'clicks' were done), and no window list entry starts to glow.
