Could you show the .xml for the two vms you are trying to start? One thing I'm wondering is whether this has to do with the mac entries in your network default.xml. Do the two vms by chance list the same macaddr?

Please show 'journalctl -u libvirt-bin' output, and append the /var/log/libvirt/qemu/VM.log for the two vms.

Does the order in which you start the vms matter?
