Bug Description

1. % lsb_release -rd
Description: Ubuntu Wily Werewolf (development branch)
Release: 15.10

2. % apt-cache policy libvirt-bin

apt-get build-dep libvirt

package builds from source.

4. Durin package build errors building documentation happen:

This is due to the missing w3c-dtd-xhtml package.

Tried adding this to the merge, but when uploaded I get a dep wait with the following problem:

The following packages have unmet dependencies:
 sbuild-build-depends-libvirt-dummy : Depends: w3c-dtd-xhtml but it is not installable
E: Unable to correct problems, you have held broken packages.

Builds find with a local sbuild environment and in a PPA.

Yeah w3c-dtd-xhtml is in universe. why is it needed? If we can't
do without it then an MIR will be needed

It may not be needed, but when I attempted to rebuild the packages, the
make docs was failing for me. But Chris was able to rebuild the package in
an sbuild environment, so this may be not really be true and just an
artifact of my system state.
