We should build libvirt with Hyper-V support enabled.

hyper-v support requires openwsman, which is in universe. Therefore
to address this bug we would need to file and MIR against openwsman
(and have it succeed).

Does hyper-v support still require openswan specifically, or can it work with strongswan, which appears to be in main (at least in 16.04)?
