Unity launcher started visually coming up behind other windows, but not for clicks

The launcher after using Qt apps for a bit (Mumble, Mudlet) started visually coming up behind all other windows, yet it was 'stealing' the clicks when raised properly. When taking a screenshot, it appeared fine, so I had to take a photo.
