Is it because libsdl1.2debian-pulseaudio conflicts with libsdl1.2debian-pulseaudio, and that gets applied across arch:es?

Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
zsnes:i386 : Depends: libsdl1.2debian:i386 (>= 1.2.10-1) but it is not going to be installed
E: Unable to correct problems, you have held broken packages.

This is what happens when I try to install libsdl1.2debian:i386:

It seems like apt should offer i386 replacements for every package that has to be forced out and therefore shouldn't force ubuntu-desktop out.

This is simply not true as I already have libasound2 (x64) and it is _not_ being forced out.

32 bit packages can be installed alongside 64 bit ones. Except in this case.

Maybe this won't be so easy after all,

For the first step maybe libsdl-dev package should be split into libsdl-extra-something (for all arch independant scripts, docs, headers) and just keep libSDLmain.a libSDL.so in the new multiarch locations /usr/lib/$ARCHITECTURE-linux-gnu/
But then you should take care of migrating every dependy to multiarch as well.

This is fixed in precise, although we still lag behind Debian's SDL upstream version slightly.
