For me it is completely reproducible. Maybe it's and HAL issue, but the fact is, if I exit from OO quicklauncher, then shutdown/logout works as expected.
Is there some dev here that can suggest a debug strategy? I mean, if the applet can't do what asked for, I suppose there will be an error message somewhere, or a way to run it in debug mode, or strace-ing it...
