Unable to create default HSQLDB embedded database

Steps to reproduce:
1. Have Ubuntu MATE 20.04 LTS installed with all updates
2. Install full LibreOffice from APT using `sudo apt-get install libreoffice`
3. Run LibreOffice Base
4. In the 'Select database' wizard choose the following
   [o[ Create a new database
   Embedded database: HSQLDB Embedded

5. Click Finish
6. Select file path to save the database

Expected results:
* new database is created

Actual results:
* the database is not created, shows error message with the following text -

> The connection to the data source "New Database" could not be established.
>
> The connection to the external data source could not be established. No SDBC driver was found for the URL 'sdbc:embedded:hsqldb'.

Note: there is no such problem in 12.04 LTS, 14.04 LTS, 16.04 LTS, 18.04 LTS.

While 20.04 LTS and 20.10 are affected by this bug.

The solution is to install additional package:

```
sudo apt install libreoffice-sdbc-hsqldb
```
