LO not built consistently with the same optimization flags

Bug Description

looking at least at the succeeding armhf build logs, optimization flags are picked up from different places, once injected from dpkg-buidflags, and then hard-coded in solenv/gbuild/platform/LINUX_<arch>_GCC.mk

These really should match. Or maybe disable the settings from solenv at all?

Thanks for the patch! I was looking at it and noticed that just a few lines from the bottom there's this:

+export DEB_CFLAGS_MAINT_STRIP DEB_CXXFLAGS_MAINT_STRIP
+export DEB_CFLAGS_MAINT_PREPEND DEB_CXXFLAGS_MAINT_PREPEND
+export DEB_CFLAGS_MAINT_STRIP DEB_CXXFLAGS_MAINT_STRIP

Is that second +export DEB_CFLAGS_MAINT_STRIP DEB_CXXFLAGS_MAINT_STRIP necessary for some reason?
