The libreoffice-l10n-* packages don't have a hard dependency on spellchecking dictionaries, merely a Suggests, which explains why they might not be installed by default.
Does the following command do what you need?

    sudo apt reinstall --install-suggests libreoffice-l10n-??

(replace ?? by your language code of choice)

I appear to have fixed the problem with this:

sudo apt-get update && sudo apt-get upgrade
sudo apt-get install hunspell-en-gb

Featherpad is still telling me that I need to install a Hunspell dictionary when I try to spell check. It gives instructions that I expect are for KDE.

I'm glad you were able to resolve the libreoffice issue by installing hunspell-en-gb. The fact that Featherpad isn't picking it up is likely a Featherpad issue that you should report to that project.
