bubble help flashes in libreoffice

Hovering over any of the icons on the toolbar in libreoffice causes the bubble help to appear and disappear quickly.

I'm attaching a video (mp4) of what I mean.

I didn't notice anything in the video. Furthermore, why is this reported
against pcmanfm? Should be against libreoffice.

I have a bookmark for pcmamfm but I changed it to libreoffice.
Can you change it to libreoffice?

changed to correct package.

If you play the video in vlc, it can be slowed down.
You can see a popup that says "border style" appear and disappear.

At least with the current settings of Lubuntu 19.04 and libreoffice-calc 1:6.2.2-0ubuntu2, I can confirm this is not an issue.

I am not having this issue in Lubuntu 18.10 and libreoffice-calc Version: 6.1.5.2
