I cannot reproduce the issue in a 18.04 VM.

Can you play those video files outside libreoffice, using totem (the default video player)?

Can you install debug symbols for libreoffice (using instructions at https://wiki.ubuntu.com/DebuggingProgramCrash#Non-built-in_debug_symbol_packages_.28.2A-dbgsym.29, you will need at least libreoffice-core-dbgsym and libreoffice-impress-dbgsym) and then try to obtain a backtrace following the instructions at https://wiki.documentfoundation.org/QA/BugReport/Debug_Information#GNU.2FLinux:_How_to_get_a_backtrace ?

Thanks in advance!

Happy to pick up on this bug, I have the same.
Impress either hangs indefinitely or closes instantly whenever I try to insert a video.
Images are fine.

I can play the offending videos outside of Impress with no issues.

This doesn't appear to crash. Can you share the log file "gdbtrace.log" ?
