[snap] libreoffice 5.4.1 messes up filenames with non ASCII characters

Bug Description

This is a regression from the current snap in the stable channel (5.3.4.2).
If I save a file as "tést.odt", it appears in nautilus as "t??st.odt".

The files themselves can be opened, only the file name is messed up.

Hint: when starting the apps, I'm seeing the following message, which wasn't present with 5.3.4.2:

(soffice:6055): Gtk-WARNING **: Locale not supported by C library.
        Using the fallback 'C' locale.

It looks like the locales-all package is not being pulled in as a stage package any longer.
