TEXT ignores 0 (naught)

Bug Description

To reproduce:
Type the following formula into a cell:
=TEXT(0;"#")
Note that there is an output of an empty text.

What i expect to happen:
When naught is translated into the text, i would expect the output to be "0". This causes strange behaviour in more complicated formula.
