RTL UI: Special numbers shown RTL even in cells that are formatted as LTR

Bug Description
When using a RTL UI (e.g. Hebrew) even on English spreadsheets the numbers are shown in RTL direction even if the cells are set to be LTR.
It's difficult to explain precisely what the problem is, but it causes weird quirks like for negative numbers, the - appears on the wrong side of the number (in LTR, it's normally before the number e.g. -127 but with RTL UI, even in an LTR cell the number appears as 127-.
The same problem appears in cells formatted to show date time, e.g. D/MM/YYYY hh:nn.
See the attached spreadsheet in LibreOffice when a RTL UI Language in use. I would expect cells A3 and B3 to appear as shown in the screenshot embedded into the sheet. (The screenshot was created by changing the UI language back to English)
