libprotocol-http2-perl 1.10-2 is stuck in -proposed.

No significant differences in versions of build-deps between lunar and unstable. libprotocol-http2-perl 1.10-1 also fails to build in the lunar test rebuild. https://people.canonical.com/~ginggs/ftbfs-report/test-rebuild-20230324-lunar-lunar.html

Failure is reproducible locally, so not an issue with Launchpad network.

I investigated and the test-suite fails because it uses tlsv1 (which we disabled using the openssl security level 2).
