broken with current pandoc

The autopkgtests show that the to_html method has regressed with current pandoc in groovy-proposed. since pandoc is part of the current ghc transition, libpandoc-wrapper-perl is demoted until this is fixed.

This is still an issue in Impish and upstream seems dead, there is no commit in their master branch since Feb 2019.

Well, I see that he's patched it, but it hasn't fixed the build failure in Ubuntu.
