pam_radius_auth module doesn't work if ipv6 disabled

Bug Description

Disabling ipv6 causes the radius module to fail and thus the authentication if using radius.

Usually CIS or STIG involves disabling ipv6 if not used in network which this situation is found out in.

Requesting to pull change to allow ipv6=no option in pam_radius_auth.conf

And my error in log was:

pam_radius_auth: Failed to open RADIUS IPv6 socket: Address family not supported by protocol

This is with ipv6 disabled, trying both ipv4 alias and ipv4 address directly in conf.

18.04 packaging works

This was tested on 22.04 LTS packages.

enabling ipv6 on system and trying again with same configuration was successful for radius

I am going to add it to our backlog, but this is not not a priority for the team, so it may take some time before the bug is fixed. Would you like to drive this SRU yourself? That could make things faster.
