Version 0.011 depends on libparams-classify-perl, which causes problems with mod-perl

Bug Description

 Params::Classify causes problems with mod-perl. Version 0.013 of libmodule-runtime-perl no longer depends on libparams-classify-perl, so should be used.

This bug potentally affects many installations because a number of modules has libmodule-runtime-perl in their dependancy chain, eg Moose, Catalyst and DateTime::Timezone
