Bug Description

Please sync libmime-types-perl 2.13-1 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Merge from Debian unstable. Remaining changes:
    - d/control: Drop BDI on libmojolicious-perl for Ubuntu; it pulls
      in Maven via prettify.js->clojure which we don't want to support
      in Ubuntu main.
Now that we can build packages in main using packages from universe as long as they don't generate a runtime dependency, this is safe to sync. The build dependency is just used for a test.

  * debian/control: Use HTTPS transport protocol for Vcs-Git URI
  * Imported Upstream version 2.13
  * Update copyright years for upstream files

  * Declare compliance with Debian policy 3.9.7
