Rationale:
this package is needed for cmake >= 3.2.2-2ubuntu1
the problem about versioning (LP: #1218220) seems to be fixed upstream, IIRC

It does seem like upstream takes versioning and ABIs seriously. I'm happy with the version in proposed. I'm just waiting for it to land in wily, then would be fine to approve this.

It's having a slow time migrating to wily, because of a bug in unity-click-scope and its newly failing dep8 tests. So rather than block everything on that, I'll approve this now, with the expectation that 0.10.2 will in fact hit wily.

I don't think this is a duplicate.
Now jsoncpp seems to have a proper versioning.
bug 1464853
it had a symbols file, now it has been removed in flavour to shlibs, since upstream strictly follows versioning rules and checks now.
