libjpeg9 - Apt asks to autoremove, after when upgrading or dist-upgrade it ask's to auto install. Ubuntu 16.04 Xenial.

When I apt/upgrade it shows that the package isn't more necessary and say's to autoremove.
After autoremove it removes the package and if I try to apt/dist-updgrade it offers automatically to reinstall the package libjpeg9.
