libical3-dev does not provide CMake config files

The libical-dev package on Ubuntu 21.10 (impish) does not provide CMake config files.

% dpkg -L libical-dev | grep cmake
... returns nothing.

As of today:

The package provides CMake config files in:

```

Seems like there are multiple issues with libcal packaging here.

Thank you for the bug report, the Debian maintainer removed those in https://salsa.debian.org/debian/libical3/-/commit/51ff45c7 without documenting the change. Could you perhaps report the bug to Debian directly?
