Bug Description

In the configure and cmake scripts, ICAL_ERRORS_ARE_FATAL is defined to 0, but the source uses #ifdef ICAL_ERRORS_ARE_FATAL check in src/libical/icalerror.h
This will still trigger assert commands, which stop your program.
