Bug Description

Setting the bitrate with android_recorder_setParameters("video-param-encoding-bitrate", value) does not seem to have any effect on the actual bitrate of the video that is recorded.

Prevents us from recording vidoes at different resolutions and having them use appropriate bitrate.

I see that bug #1434517 is on Nexus 4. Has anyone seen this on a krillin or MX4? I'd suspect they are the same, but it would be nice to know

Confirmed it broken on krillin, haven't yet confirmed on arale but suspect broken there as well.
