Update libgweather to v40

Without the latest gweather v40, gnome-shell 40 fails to start:

I'm not in a hurry. This was intended more for 21.10, not 21.04. We are on 3.36.1 right now which is the latest stable release. But unfortunately the diff from that to master is huge, so I don't think it's something we should force into hirsute.

This bug was fixed in the package libgweather - 40.0-3

libgweather (40.0-3) experimental; urgency=medium

  * debian/control: Lower the breaks on an installable gnome-shell version.
    While libgweather 40 really breaks gnome-shell prior to 40, we can lower
    the breaks so that we can upload a fixed gnome 3.38 version in order to
    be able to upload one working with libgweather 40 without having to wait
    for mutter-8 to be out of NEW queue.
