GNOME: Changing an icon on custom launcher is confusing

Bug Description

Binary package hint: gnome-panel

When I want to change the icon on a gnome-panel launcher and browse for my icon, I first have to select the directory containing the icons (graphics files) and after that get an option to select the actual graphic.

This is a little bit confusing, since I didn't understood that initially only directories were shown. It's not really a serious bug, but people having this confusion would probably click on 'Cancel' rather than on 'Open', effectively failing to select a new icon.

Attached are the browsing screen not showing the graphics files and the actual icon selection screen that I missed until I found out that the browsing is for directories only.

I'm runing Ubuntu 8.10. With Gnome version 2.24.1.
