lock screen short cut working randomely

Bug Description

Hi.
I am using Ubuntu Lucid Lynx 10.04 (64 bit).

The short cut ctrl+alt+L that is the default shortcut for Lock screen is not working always.
Sometimes it work and sometimes it dont.

Sometimes I need to minimize all windows and go to desktop to make it work. But this solution also don't work always.
Sometimes minimizing one windows will also work.
This is all randomly happening.

After latest Maverick Meerkat updates, "lock screen" shortcuts no longer work. Not sure if it's related.
