libegl-dev and libraspberrypi clash in ubuntu mate for pi 64bit 20.04

Bug Description

while installing gstreamer dev packges and libraspberrypi (to compile the raspivid gst wrapper) i ran into an DPKG error which is caused by libegl-dev and libraspberrypi provding both /usr/include/EGL/egl.h .

This happens with the ubuntu mate image as well as with the ubuntu core image in combination with the PPA providing libraspberrypi.

As libegl-dev is a dependency of gstreamer its not fun to workarround this.

to reproduce try to do:

sudo apt install libgstreamer1.0-dev libgstreamer-plugins-base1.0-dev libraspberrypi-dev

the error is:

Unpacking libraspberrypi-dev (0~20200520+git2fe4ca3-1~20.04~ppa1) ...
dpkg: error processing archive /tmp/apt-dpkg-install-4MEq5v/7-libraspberrypi-dev_0~20200520+git2fe4ca3-1~20.04~ppa1_arm64.deb (--unpack):
 trying to overwrite '/usr/include/EGL/egl.h', which is also in package libegl-dev:arm64 1.3.1-1ubuntu0.20.04.1
