Sync of translations not working as expected

What, wich way, and when is translations synched?

The reason why i file a bug on this is:
In Norwegian bokmaal translation of Dapper, the libgksuui1.0 package is still purple colored (wich is supposed to be "Newly translated in Rosetta"), and was changed 11. april. Right under that package is bootloader, wich was finished on 22. may.
Bootloader is now green... Why? Why isn't libgksuui1.0 green as well? is it only some of the packages wich gets synched?

This has been discussed before, but without any good answers...

Also, is there a way to get it manually synhed / injected to the lang packs?

I have downloaded and then uploaded the translations for my project twice already, but most of the bars still show purple (Newly translated in Launchpad), not green (Translation unchanged since last synchronized).

Ubuntu side of things depends on the Ubuntu team (i.e. they can tell you when 'published' uploads happen, i.e. when new packages are built).

As far as upstream project translations go (eg. shotserver), you need to do your uploads as 'published' (usually, a maintainer does that when uploading a new template with all the translations in the same tarball).
