please include libgda-5.0.vapi in libgda-5.0-dev package

Bug Description

When libgda is built, it can optionally generate a vapi file libgda-5.0.vapi. Currently the Ubuntu libgda-5.0-dev package does not include this vapi file, and so libgda-5.0.vapi is unavailable to Ubuntu users. (It doesn't appear in the valac package either, presumably because it's generated by the libgda build.)

So please build libgda-5.0.vapi along with libgda and include it in the libgda-5.0-dev package. Thanks!

I looked at this a little as I was fixing the libgda5 build failure on Ubuntu. After adding the libvala-dev and valac dependencies, the build failed so this is going to require a fair amount of work. I think we should just wait for the 13.10 series to open and upload 5.1.2 which will fix a bunch of bugs and hopefully the vapi generation will just work then.
